DOL is Seeking Feedback Regarding Notary Biometric Proofing

Currently, Washington State residents can sign and notarize their important legal documents online with use of the knowledge-based authentication (KBA) test, before their documents can be notarized. 
 
DOL received a petition for rulemaking to change the notarization laws to include the addition of a secondary identity proofing option through biometrics. Biometric identity proofing is the process of using unique physical characteristics, such facial imaging, to prove identity. Using biometrics does not involve passing a test based on your credit history, rather, individuals may use a web or phone camera.
 
The intention of the proposed change is to remove barriers when trying to get documents notarized for individuals with limited, or no credit history, or recent immigrants and are soliciting comments on the merits of this idea.
